in this scenario i am the Tech and my job is fixing computers. What are the steps i would take if one morning i walk in the work and my boss said, my computer would not turn on fix it” what are the steps i would take too fix it.

Check if it’s plugged in and turned on at the wall. If it isn’t, there’s your problem.

You would use your training and judgment to figure out what the problem is and fix it. There’s no set steps you would take because it depends on all kinds of details such as the history of the machine, the condition of the machine when you see it, what tools you have, and so on.
This question is like “if I were a civil engineer, and a city manager asked me to build a bridge, what steps would I take?” You’re not going to get a detailed answer. You’ll get questions like “find out what kind of bridge the need, and then it depends”.
Same here. Find out what kind of computer he has, what the problem history is, and then use your expertise to find/fix the problem.
Here’s the short version:
1) Check for stupid/obvious problems. Is it plugged in? Is the power strip on? Is the computer physically damaged? Are any parts inside burned?
2) Disconnect all non-essential components. If the computer now turns on, add them back one-by-one to find the problem.
3) If the computer still won’t turn on, replace parts one-by-one to find the problem, probably starting with the power supply.
Of course, that assumes “would not turn on” means the computer won’t POST. Someone could mean almost anything by “would not turn on”, including that their monitor actually isn’t on, that they don’t get a display, or that Windows won’t boot. Do not assume “my computer would not turn on” actually means the computer would not turn on — it could mean *anything*.
