This is caused by your monitors refresh rate the only way that you can avoid this is to set your refresh rate for your monitor to the framerate of the camera, if you live in the US then this would be about 30 frames per second so you would need to be able to set your monitors refresh rate to 30 Hz this will if you can even do it degrade the video quality a little but it will work.
